In the year 2010, commemorating the 450th anniversary of the city of Vientiane, the Lao Government decided to build the statue and Park in honor of the King Chao Anouvong.

The King Chao Anouvong (1767-1829) reigned in Laos from the year 1805 until the fall of the country against the army of Siam in 1828. King Chao Anouvong fought for the independence of Laos from the Kingdom of Siam (now Thailand), and though he won several victories, were finally defeated by King Rama III of Siam. The King Chao Anouvong is considered a war hero and at the foot of his statue, a small altar installed for making offerings and prayers.
